Work-related personal mobility: what is it and how do you prepare?

From 1 July 2024, organizations with 100 or more employees must report on business and commuting. This is due to the employment-provided passenger mobility reporting obligation. But what does this mean and how does it affect you? Work-related passenger mobility reporting obligation: what is it?

We can already hear you thinking: why did the Passenger Mobility Act come into effect? That has everything to do with the climate agreement. Together, we face major challenges to combat climate change. One of them is to reduce CO2 emissions. Employers have a major influence on CO2 emissions. Indeed, almost half of all CO2 emitted by humans comes from travel to work and business trips. This is what we call work-related passenger mobility. The goal? Reduce CO2 emissions by 1.5 megatons by 2030.


Because large companies have so much influence on CO2 emissions, a new law has been introduced. The new Personal Work Mobility Act requires organizations with 100 or more employees to report on their employees' business traffic and commuting from 1 July 2024. The employer's CO2 registration gives you a good idea of how many emissions employees produce while working.

What does it mean exactly?

In practice, the new obligation means that employers must record and report the total annual mileage for all forms of work-related mobility of their employees from 1 July 2024. Whether it's daily commuting to work or business trips, the WPM requires you to keep track of the kilometres driven, including the type of transport and fuel used. When it comes to cars, a distinction is made between different fuel types such as gasoline, diesel, electric and hybrid.

Here you provide the total kilometers driven by means of transport for the year:

  • The use of business lease or own vehicles.
  • Business mobility services, such as public transport.
  • Business expenses and claims related to mobility.
  • Commuting to and from work.

When does the reporting obligation for work-related passenger mobility take effect?


This reporting obligation, known as the work-related personal mobility (WPM) reporting obligation, requires organizations to submit the requested data for the year 2024 by 30 June 2025.

While this obligation primarily applies to large organizations, all companies can already submit data voluntarily, even if they have fewer than 100 employees. It is important to note that voluntarily reported data is not automatically transferred to the environmental department, but can be used for research, provided that you, as an organization, give online permission.

Every year, the environment department checks whether the data has been submitted in a timely and correct manner. Each year, the previous year's data must be submitted before July 1. For example, the 2024 data must be entered on the digital form by 30 June 2025.

Important data on work-related passenger mobility (WPM)

Here are the data that you, as an organization, should take into account:

  • July 1, 2024 — The reporting obligation for work-related passenger mobility officially comes into effect. From this date, as an organization with 100+ employees, you must start registering all work and commuting kilometers.
  • June 30, 2025 — Deadline for submitting the report for the year 2024 to the RVO.
  • Every year before July 1 — Annual deadline for submitting the previous year's report.


Note: the Environment Service checks that you report on time and fully.

What do you need to arrange as an employer?

For work-related passenger mobility (WPM), you need a form to be filled out by the government. Before you start filling out the online form, it's important to have the necessary information at hand.

Some examples of the data you need to collect include:

  • Living/working and business;
  • Kilometres (no CO2 emissions, which is calculated by the RVO based on a model);
  • Type of transport (public transport, car, bike, scooter, etc.);
  • Type of fuel.

It is important to know that the report relates to the total annual mileage per organization. If your company has multiple branches or branches, you must provide a combined overview that adds up all locations. In addition, it is necessary to register commuting and other business kilometers separately.

CO2 employer registration

The new law doesn't just mean “extra hassle”. Keeping CO2 records as an employer is essential for more than just government reporting. It also contributes to improving sustainability within your company. By gaining insight into the CO2 emissions caused by work-related mobility, you can identify where there is room for improvement.

  • Less use of cars for short trips.

  • Promoting working from home to reduce commuting.
